Major family pension reforms: Women-friendly rules for divorced daughter pension to childless widows pension, and more

The government has implemented a number of revolutionary changes to enhance gender equality and financial independence for women. The Department of Personnel and Training (DoPT), in particular, has been at the forefront of these changes, spearheading ground-breaking policies to improve the quality of life for women in government service and beyond, Union Minister Dr Jitendra Singh, also the Minister Incharge of DoPT said in an interview for a news agency on March 16, 2025, as reported by Press Bureau of India (PIB)
Here are a few initiatives for women made under the Modi Government.

Financial security for divorced and separated daughters

Earlier, a divorced or separated daughter had to go through lengthy legal fights to receive a family pension on behalf of her deceased parents. However, under the new regulation, if divorce proceedings began during a pensioner's lifetime, the daughter can now claim her full pension payments without waiting for a court decision. This critical reform ensures that women in need are not left financially vulnerable owing to procedural delays.

Stability for childless widows
The government has also made a positive step in helping childless widows. A woman who remarries can continue to collect her deceased husband's pension as long as her independent income is less than the minimum pension threshold. This regulation recognizes a widow's right to rebuild her life without losing financial stability, a crucial step toward economic freedom for women.

Women facing domestic hardships
Understanding the challenges faced by women in troubled marriages, the government has allowed female pensioners to nominate their children as beneficiaries for the family pension over their husband if they have initiated divorce proceedings or filed cases under the Protection of Women from Domestic Violence Act or the Dowry Prohibition Act.

Workplace benefits: Flexible child care leave for women employees
In addition to pension reforms, the DoPT has implemented progressive workplace rules to support female government employees. Recognizing the twin duties that many women face, Child Care Leave (CCL) policies have been made more flexible. Single mothers can now take up to two years of leave in phases. Furthermore, the amended laws allow mothers to travel overseas with their children during their leave term, giving them more flexibility and work-life balance.

Extended maternity benefits for women employees
Maternity benefits have also been extended to cover cases of miscarriage or stillbirth. Women who experience such sad circumstances are now entitled to paid leave and essential help, assuring their well-being throughout rehabilitation.
