Schengen visa: What is the cascading visa regime being talked about in the India-EU FTA?

Visiting Schengen countries has never been easier for Indian nationals who now have access to longer-term Schengen visas under the European Commission’s visa “cascade” regime. Effective April 18, 2024, the policy allows frequent travelers from India to obtain multi-entry visas valid for up to two years initially, followed by a five-year validity period if passport conditions permit.

The visa policy has improved mobility between India and the Schengen region. Indian travelers meeting the eligibility criteria will have travel privileges similar to those of visa-exempt nationals. The move aims to facilitate tourism, business, and family visits while strengthening EU-India ties.

Prime Minister Narendra Modi welcomed the new visa system in the ongoing negotiations for the India-EU Free Trade Agreement (FTA), saying, "We welcome the new visa cascade regime of the EU. This will provide better mobility to the abilities of India's talented youth."

During recent discussions, PM Modi said, "We have prepared a blueprint for collaboration in the areas of trade, technology, investment, innovation, green growth, security, skilling, and mobility." European Commission President Ursula von der Leyen echoed this sentiment, emphasizing that both parties are committed to finalizing the trade agreement before the end of the year.

What is the visa cascade regime?

Under the cascading rule, Indian nationals residing in India who have lawfully used at least two Schengen visas in the past three years can apply for a two-year multi-entry visa. After successfully using the two-year visa, they may qualify for a five-year visa, provided their passport remains valid. This policy ensures a smoother travel experience for those with a consistent travel history.

Von der Leyen highlighted the significance of the new visa policy, stating, "We are making it easier for Indian citizens who have a history of traveling to Europe to obtain long-term visas. This will strengthen our people-to-people ties and enhance mobility."

Schengen visa and travel rights

A Schengen visa allows short stays of up to 90 days within a 180-day period across 29 European countries. However, it does not permit employment. The Schengen area includes countries such as France, Germany, Italy, Spain, and Switzerland, among others.

The decision aligns with the broader India-EU strategic partnership, which is based on mutual trust and shared democratic values. The leaders have also expressed commitment to expanding cooperation in defense, cybersecurity, and maritime security in the Indo-Pacific region.
